When I founded ROAR Conglomerate, my vision was simple: to bring integrity, innovation, and impact to federal contracting. After years of serving both in uniform and as a Senior Executive within government, I witnessed firsthand the challenges agencies face in meeting mission objectives. I also saw the untapped potential for industry partners to deliver solutions that truly make a difference.

Founder & CEO’s Background: Dr. Nilijah E. Carter is a proven leader with more than 18 years as a Level I Senior Executive (SES) at the U.S. Department of Veterans Affairs. A former collegiate athlete and Veteran himself having served as an U.S. Army Forward Observer, he combines discipline and strategic vision with deep executive experience. He is certified in executive coaching through the International Coaching Federation (ICF) and the Center for Executive Coaching (CEC), and holds credentials as a Project Management Professional (PMP) and in Lean Six Sigma (LSS). Dr. Carter earned both a Doctor of Philosophy (PhD) and a Master of Business Administration (MBA).
Our emblem carries deep personal and professional significance. At its center is the elderberry plant, a symbol of healing and renewal. Known for its restorative properties, the elderberry represents resilience, recovery, and the strength to move forward.
